| Effective and Resilient Alerting and Warning Systems for Mobile devices using 5G Broadcast |
| Public alerting and warning systems are increasingly challenged by frequent natural disasters, relying on interconnected technologies that must function before, during, and after emergencies. Failures in these systems, as seen in the 2023 Maui, HI wildfires and July 4th Kerr County, TX floods, often result from power outages and other factors affecting the communication infrastructure and user equipment, thus preventing timely alerts and warnings from reaching affected populations. The talk proposes that adopting the new 5G broadcast standard (3GPP Band 108) for real-time alerts to mobile devices could enhance alerting and warning system effectiveness and resilience, especially through public/private partnerships. It will also cover best practices for resilient alert systems, including situational awareness, timely decision-making and notification, robust user equipment, resilient communications, infrastructure interdependencies, and emerging technology trends.
